Abstract

Penelitian ini bertujuan untuk menganalisis pelayanan publik berbasis Artificial Intelligence (AI) melalui sistem Inaportnet dalam pelayanan kapal masuk di Pelabuhan Likupang. Penelitian menggunakan metode kualitatif dengan sumber data dari narasumber, aktivitas, dan dokumentasi. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis menggunakan model interaktif (koleksi data, display data, kondensasi, dan verifikasi). Hasil penelitian menunjukkan bahwa pelayanan kapal masuk di Pelabuhan Likupang mengikuti standar alur pelayanan Inaportnet. Sumber daya manusia yang kompeten dan sarana prasarana yang memadai menjadi kunci keberhasilan implementasi sistem ini. Namun, kendala teknis seperti gangguan jaringan internet dapat menghambat aksesibilitas Inaportnet. Kesimpulannya, penerapan standar pelayanan berbasis Inaportnet berjalan sesuai peraturan yang berlaku, tetapi membutuhkan peningkatan kompetensi operator dan infrastruktur jaringan untuk mendukung efektivitas pelayanan kapal di pelabuhan
