Abstract

Penelitian ini bertujuan untuk menganalisis peran Bagian Protokol dan Komunikasi Pimpinan Sekretariat Daerah Kabupaten Sangihe serta mengidentifikasi faktor determinan yang memengaruhi kinerjanya. Hasil penelitian menunjukkan bahwa pemenuhan standar kompetensi aparatur belum optimal, jumlah SDM protokoler masih kurang, dan fasilitas penunjang belum memadai. Ketiga faktor tersebut secara langsung memengaruhi efektivitas pelaksanaan tugas protokoler, khususnya dalam mendukung kegiatan pimpinan. Pemenuhan standar kompetensi melalui pelatihan teknis, pengembangan soft skills, dan sistem mentoring sangat diperlukan untuk meningkatkan profesionalisme aparatur. Selain itu, perencanaan jumlah SDM yang matang dan penambahan fasilitas penunjang menjadi prioritas untuk memastikan kelancaran tugas. Penelitian ini menyimpulkan bahwa upaya sistematis diperlukan dalam peningkatan kompetensi, jumlah SDM, dan kualitas fasilitas untuk mendukung kinerja protokoler yang lebih optimal, sejalan dengan Peraturan Bupati Kepulauan Sangihe Nomor 33 Tahun 2019.
