Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Penyidik Pegawai Negeri Sipil (PPNS) di Satuan Polisi Pamong Praja Daerah Provinsi Sulawesi Utara. Faktor-faktor determinan seperti komunikasi, sumber daya, disposisi/sikap pelaksana, dan struktur birokrasi menjadi fokus penelitian. Hasil penelitian menunjukkan bahwa komunikasi telah terlaksana dengan baik melalui sosialisasi dan pelatihan, namun sumber daya, disposisi pelaksana, dan struktur birokrasi belum optimal. Kendala utama meliputi minimnya anggaran, kurangnya motivasi seperti insentif tambahan, serta tumpang tindih wewenang antar instansi. Meski demikian, keberadaan SOP dan pengisian jabatan PPNS yang sesuai aturan menjadi faktor pendukung. Penelitian ini merekomendasikan penyusunan anggaran, pemberian insentif tambahan, perbaikan peraturan daerah, serta koordinasi antar instansi untuk meningkatkan efektivitas pelaksanaan kebijakan. Implementasi yang optimal diharapkan mampu mendukung penegakan hukum dan menciptakan ketertiban di daerah
