MANAJEMEN KEARSIPAN DI KANTOR SEKRETARIAT DEWAN PERWAKILAN RAKYAT DAERAH KABUPATEN MINAHASA SELATAN

Penelitian ini menganalisis manajemen kearsipan di Sekretariat DPRD Kabupaten Minahasa Selatan menggunakan pendekatan kualitatif deskriptif melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan lima masalah utama pada aspek SDM: keterbatasan tenaga terlatih, kesulitan penggunaan teknologi informasi, koordinasi antarpegawai yang kurang efektif, minimnya pelatihan, dan rendahnya kesadaran akan pentingnya arsip. Pada aspek sarana dan prasarana, kendala meliputi keterbatasan ruang penyimpanan, peralatan yang tidak memadai, penerapan teknologi terbatas, serta kurangnya pelatihan pengguna teknologi. Penelitian ini menyimpulkan perlunya penguatan manajemen kearsipan melalui pelatihan rutin untuk meningkatkan kompetensi SDM, perbaikan koordinasi antarpegawai, penyediaan sarana yang memadai, dan implementasi teknologi digital. Langkah-langkah tersebut diharapkan dapat meningkatkan efisiensi dan efektivitas pengelolaan arsip di Sekretariat DPRD Kabupaten Minahasa Selatan.
