Abstract

Penelitian ini bertujuan mendeskripsikan, menganalisis, dan menginterpretasikan implementasi kebijakan penyaluran bantuan pangan dari Cadangan Beras Pemerintah (CBP) di Kelurahan Tewaan, Kecamatan Ranowulu, beserta faktor penentunya. Penelitian menggunakan pendekatan kualitatif melalui wawancara, observasi, dan analisis dokumen. Hasil penelitian menunjukkan implementasi belum optimal. Sasaran penerima bantuan tidak tepat akibat data yang tidak akurat dan kurang diperbarui, serta pemahaman penerima terhadap kebijakan dan mekanisme program yang rendah. Penetapan penerima bantuan oleh Badan Pangan Nasional tidak mencerminkan kondisi terkini, dan mekanisme penggantian penerima melalui SPTJM kurang melibatkan masyarakat. Penyaluran bantuan pangan sering terlambat, mengurangi efektivitas program. Faktor penentu utama adalah lemahnya pengawasan akibat minimnya mekanisme dan jumlah petugas pengawas yang tidak terlatih, serta koordinasi antarorganisasi yang buruk sehingga data tidak sinkron dan peran tumpang tindih. Rekomendasi mencakup peningkatan akurasi data penerima, penguatan kapasitas SDM, transparansi dan sosialisasi program, perbaikan mekanisme penyaluran, peningkatan koordinasi antarinstansi, serta pengawasan yang lebih baik
