IMPLEMENTASI PERATURAN PRESIDEN NOMOR 191 TAHUN 2014 TERKAIT BBM BERSUBSIDI BAGI NELAYAN DI KABUPATEN MINAHASA TENGGARA

Tujuan penelitian ini ialah untuk mengetahui, menganalisis dan mendeskripsikan implementasi Peraturan Presiden Nomor 191 Tahun 2014 terkait BBM bersubsidi bagi nelayan di Kabupaten Minahasa Tenggara beserta faktor-faktor yang mempengaruhinya. Jenis pendekatan yang digunakan dalam penelitian ini, yaitu melalui pendekatan kualitatif. Data dikumpulkan melalui wawancara, pengamatan, dan dokumentasi. Analisis data dilakukan dengan cara pengumpulan data (data collection), reduksi data (data reduction), display data (data display), dan penarikan kesimpulan dan verifikasi (conclusion drawing/verification) Hasil penelitian menunjukkan bahwa penyaluran BBM bersubsidi bagi nelayan di Kabupaten Minahasa Tenggara masih memiliki beberapa kendala dalam pelaksanaannya. Pertama, Standar Operasional Prosedur (SPO) belum tergambarkan secara jelas. Kedua, penyaluran BBM bersubsidi masih sering tidak tepat sasaran, karena masih terdapat orang yang tidak berhak yang diberikan kesempatan untuk memperoleh BBM bersubsidi. Ketiga, kurangnya alokasi kuota BBM bersubsidi telah mengakibatkan kebutuhan nelayan saat melaut tidak terpenuhi. Keempat, dari dua SPBN yang tersedia, hanya satu SPBN yang beroperasi. Melalui permasalahan yang ditemukan tersebut, maka dapat terlihat bahwa keberpihakan dan pengawasan dari pemerintah daerah belum optimal. Dapat disimpulkan bahwa implementasi Peraturan Presiden Nomor 191 Tahun 2014 terkait BBM bersubsidi bagi nelayan di Kabupaten Minahasa Tenggara, belum terlaksana secara baik. Oleh karena itu, diperlukan keberpihakan pemerintah dalam megatasi permasalahan yang ada, termasuk penguatan dalam pengawasan.
