Promotive and preventive health services serve as a cornerstone in alleviating the financial burden on both global and national health systems. This study aims to systematically review the literature regarding Cost-Effectiveness Analysis (CEA) of promotive and preventive programs. A narrative literature review was conducted on reputable scholarly articles evaluating the economics of interventions addressing non-communicable diseases (NCDs), stunting, and community health promotion programs. The findings indicate that investments in promotive and preventive interventions consistently yield Incremental Cost-Effectiveness Ratios (ICERs) that are far more efficient than curative-based treatments. Key barriers to implementation include a lack of long-term cost data and budget allocations that remain predominantly focused on curative services. The study concludes that strengthening financing allocations at the primary care level is a strategic step toward achieving sustainable health financing
